NPC Approves 13 Contracts with the Total Value of around 13.5 Billon Afs


KABUL: The 82nd weekly meeting of the National Procurement Commission (NPC) was held at the presidential palace on Sunday evening, dated 15/01/2017, presided by His Excellency Mohammad Ashraf Ghani, the President of the Islamic Republic of Afghanistan.
In this weekly meeting NPC approved thirteen (13) contracts with the total value of approximately thirteen-and-a-half (13.5) billion Afs. The following were among the contracts approved in the meeting: 
The Procurement Contract of Five power Transmission Lines from Ghazi to Kandahar province;
The Construction Contract of the Second Phase of Aibak Water Supply Network, in Samangan province;
The Contract of the Digging, Rehabilitation, Commissioning and Equipping of Two Oil Wells at Yateem-taq mining area, in Sheberghan of Jowzjan province;
The Procurement of five Hundred and Fifty Thousand Liters of Oil (diesel and petrol) as per the requirement of the Ministry of Education (MoE), and
9 Food Stuff Procurement Contracts (five contracts of the Ministry of Defense and four contracts of the Ministry of Interior Affairs)
In addition, NPC approved the proposal of the Ministry of Power and Water (MoPW) regarding the cancellation of the Contract of Micro-hydro Power Project of Samkani district of Paktia province, and the cancellation of the Monitoring and Evaluation Contract of the 1 and 3 Units and Spare Parts of Naghloo Dam proposed, by De Afghanistan Breshna Sherkat (DABS). NPC advised the Ministry of Finance (MoF) and DABS to pay keen attention in fund raising for the financial expenditures of Naghloo Power Dam rehabilitation. 
On the other hand, NPC approved the award of contract for the procurement of oil for Afghan Telecom Company for only two months to address the most-needed requirements of the entity, and resolved that the project should be re-bided. Likewise, the contract for the procurement of four food items (meat) of the Ministry of Defense was conditionally approved; to be assessed by the Ministry of Economy.
While discussing the contract for the procurement of food stuff for (MoD, NPC advised the ministry to boost the use of national products and resources in procuring food items. His Excellency, the President of the Islamic Republic of Afghanistan assigned the Ministries of Public Health, and Agriculture, Irrigation and Livestock to assess the criteria of the imported food items of (MoD). He also recommended that an effective mechanism should be established for determining realistic approximate prices for assessing the needs of the ministry. 
In addition to NPC members, His Excellency, Mohammad Sarwar Danish, the 2nd Vice President of the Islamic Republic of Afghanistan, the Ministers of Finance, Economy and Justice, Senior Advisor of the President in Infrastructure Affairs, the officials of the National Procurement Authority (NPA), the Transparency Oversights of SIGAR, the members of the Transportation and Communication of the Upper House (Mashrano-Jirga), the members of the Financial and Budgetary Commissions of the Lower House (Wolasi-Jirga), the Parliamentary Anti-Corruption Caucus (PACC) and the oversight members of CSTC-A of the Resolute Support had also participated in the meeting.
